Pool pump trouble/recommendations

Hi Everyone! I'm new to this forum, but I thought I would toss a question out to everyone.

I purchased a house with an in-ground pool last year. The pool is a lazy L and is about 32'x15'. Last summer, I tried to get the pump started, and I could not get it to prime. The pump was a Hayward SuperPump 700, 1.5 HP and was about 5 years old. I called one pool service guy in, and he couldn't get it to prime. I had some other work done to the pool (liner replacement), and the team that replaced the liner got it working, but they said it was a bit loud. I basically ran it continuously throughout the summer and was able to start it without trouble...until I tried to vacuum the pool. I hooked the vacuum up, and I could not get it to prime. Moreover, I could not get it to prime again once I disconnected the vacuum. Since that was near the end of the season, I figured I would leave it until the spring.

I removed the cover from my pool, disconnected everything that needed to be disconnected, and reconnected everything that needed to be reconnected, and again I could not get it to prime. It's possible that this pump is operating sub-optimally - I need to spin the fan to get the pump started, and the technician noted that it was noisier than it should be, so I'm looking for a new pump. I will note that the pump is about 4' higher than pool, and it's about 40' away from the skimmer. Unfortunately, there is no getting around this. The pipes are 1.5", and it operates off of 240 V. I would like to get a dual speed, or variable speed pump, but I'm not sure about the power.

And now for the questions:

Should I get a 2 HP pump, or is 1.5 HP enough?
I don't need all the bangs and whistles, but I'm looking for one that will be reliable, will prime reliably, and will work with the vacuum. I don't want to spend a fortune, but I want a good one. Does anyone have any recommendations?

I live in pittsburgh. And had a heat pump for 4 years. It takes way too long to heat the water and does not work well when the nights get cool. I switched to a gas heater and there is a world of difference. The gas heater can raise the tempeture 2 to 3 degree per hour and I can start it the day i need it for a pool party.
 
A pump not priming usually means a leak on the inlet side of the pump or the pump housing. A rebuild kit for the pump usually comes with all the seals and is cheap and easy. As long as the motor run normal and the bearing are fine a $15 - $20 rebuild seal kit is all that it takes.

Photos of the pump and the equipment pad usually can help. Is your pump much above the water level of the pool?

The pump is about 4' above water level. I don't hear any air leaking when I turn the pump on.

I want to replace the pump with a dual or variable speed pump to save money on electricity. I'm just not sure whether I should get a 1.5 HP or a 2 HP.

Yes, ours is gas. I guess I never run it long enough to heat up. Unfortunately I didn't have much of a chance to use it last year. I'll give it a shot this year.
 
A VSP would save money. A 2 hp or 3 hp VSP would be fine. The larger ones you will just have to run at a slower speed and you may not need to ever run it at max speed either.

Do you have any recommendations? I've heard some people say that you should stick with the "big three", Pentair, Hayward and Jandy. Does anyone have any experience with one of the smaller brands? I would like something good, but not overly expensive.
