Good morning! New pool owner in Florida. This black tubing (hollow) is in a track along the outside of our in-ground pool. It doesn’t seems to be holding up the liner as you can see in one of the pictures. The liner seems to be stuck or glued at the top, so I’m not sure this black hard plastic is doing anything, but I’m not really sure. Any input is very appreciated!
