Vinyl Liner Fit Issue

My wife and I had a 16x32 in ground pool installed last summer. It has a 12 foot wide/ 6 foot deep sun ledge and 3 steps (4 feet wide).

The top step has excess material (about 1 inch) running the length of the exposed corner. Additionally the corner of the sun ledge has excess material (about 2-3 inches) running the entire length of the corner (floor to top level of the ledge). There is also a fit issue in the corner of the steps.

There were a number of issues with the pool installation in general and ultimately we had to threaten legal action to get remediation under way. The pool installers indicate they are confident that they can rework/stretch the liner to remove both areas of excess material and address the corner fit. I'm not so sure, and this is our final hangup on getting them out to start all of the remediation work as we feel the liner was very likely measured wrong. However, we're not pool experts.

Have any of you had experience with this issue, what is the actual cause of having that amount of excess material, and what are the odds they can fix it correctly. Also, is there any industry standard for liner installs?
