Jandy JXI 400 Heater - no power

My heater suddenly doesn't work and the panel doesn't show anything on the display. Reading the other posts and looking at the troubleshooting steps I've observed the following:

- Incoming power is appropriately 240v
- Power Distribution Board is properly set to 240v
- Power across PDB outgoing white and blue properly shows 240v
- Power across PDB outgoing white and black only shows ~60v
- Power output from Transformer shows 0v

I removed the PDB and I don't see any marks or charring anywhere but since it isn't outputting correctly, I've ordered a new board. Just seems weird that a basic part would fail without any visual issues.

Thoughts?

I noticed on the wiring diagrams showing the voltage select board, the BK (E) wire only connects over to the Fenwal. Is it possible that the Fenwal is bad and is somehow doing something with the L2 line which in turn reduces the voltage delta between W(D) and BK(E). Maybe I'm chasing the wrong part?
