Need advice on fixing a pool wall defect

I recently noticed a rusty spot on the wall of my SWP. It looks like it might be a rebar tie wire that was poking through the gunite and stucco from its construction 4 and a half years ago. Looking for any advice on what this might be from, and how easy/hard this would be to repair.

I had a similar issue in my spa. The rebar or rebar tie was likely too close to the surface and is starting to rust. Mine materialized the first time a few months after construction. The pool builder did a localized repair but the issue came back a couple years later. They fixed again at no cost to me even though it was out of warranty - not sure if that was because they had previously worked on it or since it’s clearly out of spec. They stripped the plaster from the whole spa, cut out the rusted rebar and surrounding concrete, and thickened the concrete in that area. It was by a bench so they made an armrest there. Replastered and haven’t had a issue since.

I would contact your pool builder even though it’s been a while. They might be able to do a local repair and be able to get a pretty good match or at least limit it to repairing the the bench. I’m just not sure how replastering a section would work out.
