Pool steps need some cosmetic help

My pool steps are starting to show some micro cracking and I have had some marks come through from mounting hardware. I also have some general staining.

Is there a product like bath fitter for pool steps ? My vinyl liner is in perfect shape so I’d like not to drop water level to replace them. My liner was installed 5/2020.

I have tried vitamin c in socks and stain removers.

I called them 15 years ago and they wanted $3500. When I balked and told the salesman that I could have the tub replaced and the wall retiled for considerably less than that (then), he countered with that a contractor would want to do my whole bathroom for $10k and I'd be saving only doing the tub with them. :roll:

Are you sure they aren't just stains ? The stairs should be all fiberglass with no hardware except the bolts to the walls. The support brackets were PVC couplers that were fiberglassed in place (no nails or screws) for standard 2 inch PVC legs.
