Pool Step Jets

Pool Step Jets not working, I just bought a house in Cape Coral Florida that has a pool built in the 1960’s. It has three return jets on the south side of the pool and one floor return on the west end of this 35’x15’ pool. That part of the system works normally. The pool is scheduled to be resurfaced in three or four months and I’d like to get the problem with the pool step jets solved before that.

There are two “mystery” return jets on one side of the steps into the pool and two more on the other side of the steps. They do nothing. No water comes out and none goes in. Just to the side of the steps, on the surface of the deck, there is a 2” wide “vent”. I have no idea what that is either. However, if I plug a cleaner hose into the skimmer and put the suction end of the hose up to one of these non functioning jets. The deck vent gurgles.

Any idea what’s going on here? Is it possible the step jets were somehow disconnected? I can push two feet of a heavy gauge wire into these jets but that is as far as I can go. Thinking about inserting a narrow flexible snake as part of my research. HELP
 
Well, after some thinking I decided to unscrew the access point on the deck. There was water in it at the same level as the pool. Hmmmm, so I put the shop vac in reverse and pushed air into the vent. Well, those four step jets started blowing out crazy bubbles!
So, I’m guessing there must have been some kind surface pump that would attach to the vent to make the steps some kind of spa. Any one have something like that?
