Scale?

We are new pool owners and the pool is less than a year old. Pool builder says this is a scale issue and did an acid wash to clean it but after acid wash I can still see the outlines of a large area and footprints. Looking for an another opinion or way to remove these trouble spots.

That is not likely to be scale and there is nothing you can do to remove those spots.

The acid washing removed a layer of your palster and reduced the plaster life.
