When my CYA was 80 I kept the FC at 11

Now my CYA after some water exchange is at 70, I have pucks in the chlorinator and know the CYA will climb back over time.

if I left my FC at 11 is it more aggressive to swimmers skin (eyes) and equipment than when the CYA was 80?

As long as you adjust your FC level to meet & balance to the current CYA as noted on the FC/CYA Levels, it is safe for swimmers. The FC/CYA Levels ensures a stable FC-to-CYA ratio in either direction, hence the different FC ranges.

Also remember that even if your FC was at SLAM level (SLAM tab) it's still safe to be in the water.

My pool often swings as high as 11 if I add a gallon of LC - I've never really noticed the difference, and I'm running 50-60 CYA currently.
I believe most irritation comes from the Chloramines (CC) rather than free chlorine, so with an FC target range of 8-10 (with CYA at 70), I don't think you'd ever notice it at 11 ;)
