Rebar showing in gunite shell

My shell is under construction and we decided to hire a third party inspector after all the trouble and lack of trust with the company we’re working with. There were many defects and areas to investigate. The pool company has started to hammer spots and open it which has shown a lot of rebar only an inch under the gunite. They claim they can fill it and skim coat over it to make it deeper in the wall. I’m not really buying it and from what I understand the rebar should be a minimum of three inches under the gunite. I’d love any info or guidance as this is the fort pool we’ve ever built. Have a lot of pictures and videos as well

What advice is the third party inspector giving?
Have you contacted the steel engineering firm who provided the wet stamped plans for any advise?
Is the pool free form or does it have straight sides? Application of Shotcrete in the field of the shell will bring out the walls and the entire wall would need to be brought out to keep it squared.
This process is technical in the prep work prior to application, depth of exposure of rebar, surface smoothness and overall depth of final finish.
What PSI is the Shotcrete mixed at that was applied?
In the first picture provided it appears that the pig tail was very close to the surface of the Shotcrete and would have increased your chances of having a bleeder/rust stain on the surface of the plaster.
