Bubbler height and level

Hello everyone! We have 2 of the color vision bubblers installed on our tanning ledge. Apparently they moved during gunite and one was much higher than the other. They redid one and it now looks crooked and too low. They are both crooked actually.

Builder says they're fine and plaster will compensate. Plaster company says we could have an indent if they are too low and crooked. Picture attached...the left one is the one they redid. I think they need to redo it again. But should we have them redo both? Do they need to be perfectly level? And are they both too low?

We have two bubblers on our ledge in our pool that was done last year. One bubbler is flush with the plaster, while the other one has an indentation in it. Didn't realize it until water was filled and when we got in. Can't do much about it now that plaster is done, so we will be ok with it. If I were you, I would have it fixed before plaster.
 
The bubblers appear to be too low and out of level. For Pebble plaster you need 1” between Shotcrete and outside ring of lid for thickness of product, yes the plaster crew will make it work by creating a bowel around the bubblers but this needs to be level due to the bubblers now will be pushing water at an angle and not straight up. Your project is at a point in time that this can still be corrected.

Another question about the bubblers...we are now waiting for them to refill the gap around the bubblers where they cut into the gunite. Does anyone know how long we would need to wait to plaster after that area is refilled with cement? Thanks!
