Gas Service for MasterTemp 400

I have a MasterTemp 250 that is around 8 years old. It's having issues and I'm thinking about replacing it with a MasterTemp 400. I understand that the 400 requires a 1.25 inch gas line and I think I have a 1" supply....please see pictures. The pipes at the meter are a larger diameter but the meter is on the opposite side of the house to my pool equipment and is probably 50 feet away. If I want the larger heater would I have to upgrade the line all the way back to the meter (major expense) or is it likely to be a larger line over to where it comes out of the ground and just require an upgrade on the equipment pad? The connection at ground level looks to be a larger diameter. I'm in CA and property was built in 2005.

 
I added a pic of the meter and the only writing on anything is on the side of that. I don't see where it shows the output. This thing is under a bush so I might have missed something.

You can always call the gas company as they would have record of your meter output. Also, if you call a plumber for an estimate regarding the piping, that person may be able to guide you on the meter capability.

As you have already surmised, not only size of pipe but its overall length determines how much gas can pass through it. You may have to dig down to see if the pipe above ground is the same diameter as what is below ground leading back to your meter.
 
Does your gas company have high pressure service?

A smaller pipe can be used with high gas pressure service and a regulator placed before the appliance to reduce the gas pressure.

Talk to your gas company or a knowledgeable HVAC service about what your local options are.
