That is a big risk for them. I used to be on the NTDPC (National Telecommunications Damage Prevention Council) and the CGA (Common Ground Alliance) and was the point of contact for all Telecom subsurface work in New Jersey at one time.
They may put that on their contracts, but established laws take precedence. It is their risk if they decide to work off of a "stale" markout. They can call in a verify (or if they have an account, look on line) but if they are lazy enough to make the homeowner do it in the first place, I doubt they are doing that as well.

This is just soooooooooooo cool. I’m gonna watch my pool get shot out of a cement truck little by little. Then I’ll see a whole bunch of boxes gets unpacked and installed. Pipes, liner, etc. You get to walk out to the driveway and meet your pool like it’s a puppy. ‘Hey Mrs pool. Penelope is it ? SO nice to meet you. This is a good home and you’ll be well cared for’. (Insert whatever name feels right at the time).

Pool is still not here. It was roughly 30 miles out about 20 minutes ago. I have not named her yet but as soon as I do... I'll let you know. 
The wrong slide was sent. It's supposed to be a left slide n they sent a right. I told PB and he said Ghesh. I said... IM NOT WORRIED ABOUT IT!!! I'm going to keep it. It's just going to be a little different than I envisioned which is just about the whole dang pool. We had to flip it. Then move it closer to the driveway, now my slide is wrong and the PB wants to move my equipment closer to the pool. I'm just rolling with it.
