is baking soda water soluble

Adding 1K Backing Soda in order to raise the TA. I make the 3 Gal. of water warm 40 degrees C for Fast-dissolve and mixed for 5 min. then left it a while. still a lot of white powder remained at the bottom. mixed it again and left it over night, still lots of powder, so that will end up pluging the filter if I add the whole mix in the pool vs. just the water on the top and keep adding new water to "dissolve" the remaining powder. right?
That might take long time. Any suggestions?

You can add the baking soda directly to the pool water. It should dissolve instantly.
What are your pool chemistry levels? Only way white substance would be there is if the product is not pure sodium bicarb or your water chemistry is such that you are creating calcium scale as you add the baking soda.
 
I just got 3 Gal. of tap water from the hot side of the tap, added a 1000g to the water, mixed and mixed and mixed, turned it white but then few min. later the sediment appeared. So, the product I have is not pure sodium bicarb? OK. any suggestion of a brand and where to get it in Sydney? the item I purchased in the picture is from the local pool shop, which I went to since the previous sodium bicarb I purchased from Bunnings had the same problem.

Here is a link to a food grade sodium bicarb Food Grade baking soda, and $3.5 Kg food grade from coles, will that be better than the pool supply/bunnings stuff?

100% pure sodium Bicarbonate a.k.a backing soda.
Sources:
1) Mined.
2) Mine trona Ore, heat it to become sodium carbonate, treate it with carbon dioxide.
3) Passing carbon dioxide and ammonia through sodium chloride, most made this way.

I will try to find the "mined" not man made (2,3) and report back.

Your pre-mixed solution of baking soda is probably simply saturated and can hold no more. I would take your pre-mix and add it directly to the pool in front of a return and then, if any is still in solid form, stir it around with a brush. I doubt you need to do anything else

Baking soda is readily soluble.
 
For the future: baking soda is the least concerning chemical we add to the pool. Broadcasting it over the pool poses no risks. There's no reason to pre-dissolve any chemicals, but that's most true with baking soda.

Agree with Dave, you're just saturating the bucket of water. To paraphrase an old saying, "you're trying to fit 10 pounds of baking soda in to a 5 pound bag". Add the liquid to the pool, add more water and stir, and repeat until everything is dissolved and gone.
