Every time I put a sock on my skimmer basket this thick tan gummy substance is what I pull out after maybe an hour! My pool is constantly cloudy... I’ve tried everything. I ordered a test kit and am waiting for that and also started liquid chlorine last night. It’s like the water is dirty or something... I don’t know what to do... HELP!

That stuff is likely cottonwood seed. Big fluffy seed that loves to clog up skimmer baskets. I would remove the skimmer sock until the cottonwood season is over, the basket and filter will capture it all just fine.
It is unrelated to the cloudy water, keep doing what you are doing regarding that. Once you have your test kit in hand you will be able to get that taken care of, potentially for good.

I get the same stuff and likely is cottonwood too...but I can’t run without a skimmer sock or pine needles mess up my pump.
