No suction in skimmers

I disconnected the salt chlorine generator to look at the water flow in the return pipes (between the pump and the ground). The flow is pretty low, definitely not 30 gal/min as it should be.

The 30psi pressure reading indicates a blockage at the filter. I wouldn’t expect to see much flow.
 
You could try inserting a water hose into each pipe opening you can reach in the multiport and turn on the water. When you put it in the line coming from the pump you should see water bubbling through the skimmer and/or main drain. When you put it in the line that goes to the filter you should see water coming out the returns. The flow will not have a lot of pressure behind it, this is just to see if water can get through. If you have more than one return you might try plugging all but one for the flow test.

I tried inserting the water hose into the pipe openings in the pump basket towards the pool.
If I keep only one skimmer valve open, I see water bubbling up the skimmer. That works for both skimmers.
If I keep only the valve for the bottom drains open, I don't see anything, but maybe it's too little water for the depth of the pool.
Then, I went back to recirculates.
With only the skimmer valve open, I can feel a little suction from the skimmer and a little water out of the jets.
Same with only the bottom drains valve open.
When I open all 3 valves, I'm back to no suction and no water from the jets.
 
With the gauge reading 30psi, something is flowing. The water to generate that pressure has to come from somewhere. It also says the filter is at least mostly blocked. That could be from a filter issue or a multiport issue. Either way, you are chasing the wrong problem looking for a skimmer line clog.

It virtually has to be the filter. There may be multiple problems, but your filter is blocking flow.

The pressure gauge measures the pressure in the plumbing between the pump and filter. Only a blockage at the filter or in the return lines can cause the pressure to rise on the gauge. Since you removed the SWCG and didn’t have water spewing, the blockage is either in the filter or in the plumbing from the filter to the SWCG.
 
That's my thought also. Something between the filter and the SWCG. Plus, there is quite a bit of noise of something moving around when I start the pump. I'm not sure how to find it and clean it though. Some of these pipes have a lot of elbows.
 
The filter was cleaned by a professional at the end of the season last year.
After I opened the pool, I made the mistake of adding only 4 lbs of DE. So, I opened the filter and hosed it down. Then, I added 7.5 lbs of DE which is the manufacturer's recommendation. But since the pool is not circulating, I now have DE all over the place when I open the pump basket or the pump 4 bolts or when I pushed water up the skimmers, etc. I notice there is a lot of DE powder that has not really been dissolved.
