Pool Cleaner stays in one spot

Hey guys, can anyone give me some insight as to why my pool cleaner seems to always go to the same spot of the pool and then just stay there? I’ve seen it hover in basically 2 different areas, one being right by the stairs near the shallow end of the pool and the other being right in this general area shown in the photo below. You can see some debris in the photo at the bottom of the pool but this thing refuses to go there and I’m at a complete loss as to why. I just got this thing about 3 weeks ago because my old cleaner was having issues and I totally wish I would have discovered this site before I made this purchase because I definitely would have bought a self powered unit instead. But, since that’s not the case I got to figure out how to make this one work for me. Any advice on how I can do that?

Is that attached to the skimmer or a dedicated vacuum line? First thing I'd try is adjusting the valves to pull more water through the cleaner.
