In over my head Baja Step 18" ?? Pool Renovation

Short Version - Pool is 18 years old and has been down for two years and now I am ready to re-open and enjoy it especially now!
To Re-open we are planning for new pebble, Artificial rock work paint and repair, and addition of a Bajaj / Tanning Shelf and a pool fence.

With the help of TFP Experts I re-set all coping and fixed the seat top 7" which was deteriorated, Thank you again experts! It was a great learning experience and overall both projects went well. I was planning to add waterline tile, fix the seat myself and fill it up! But during and after using PoolPatch I am not convinced with the product or maybe more of my abilities and really it is time to have the entire pebble redone and some other work long overdue.

We have decided to add a Baja Shelf as part of the renovation. Before having the PB come out for a final estimate, I did a decent amount of Baja / Tanning Shelves research here and other places in regards to shapes and depth preferences, etc... We are thinking between 9" and 12" but look forward to any feedback / pro's and con's from this forum.

The PB is telling us we need to either have the Baja at the same level of the first step or the second step because of code? Second step is is 15" below the water line we would be so far underwater! The first step 4" below waterline. I did not fully understand why it could not be done but kept asking questions but still I was not clear. My wife had not done any research on the Baja so she thought the 18" depth as recommended was okay especially after PB said there are varied heights loungers and his parents had their Baja shelf was also same height (18" from coping) and they love it, so why wouldn't we love it :/
My wife has done her homework and fully agrees a 18" Baja is waaaaaay to deep and top stair is too shallow and what was he talking about lol!

In fact he said he used to build out of code and then he was on some forums and followed an expert and then realized the building codes..say what?
I don't prefer the shape the PB painted, it would be the only straight line in the entire pool. I think it should curve out. The second set of orange is a step which goes the entire way which I wasn't sure about also. Thoughts?

I have seen some Baja Shelves with a smaller height first step, second being the Baja and then a third which is what I thought could be done.

We are having another PB come this week but TFP is my first source of truth. I live in the inland empire if anyone has any PB references I would gladly take the advice.
Any suggestions and feedback welcomed. Thank you!!

Thanks everyone for your replies as I have to move on this quickly /decision this week before financing drops out again.

Equal steps..sure I guess that makes sense although I have seen a smaller first step on the net but not prevalent and in my case it is what I would need to have the first stair just a little lower I suppose or the second step higher lol.

Incorporated into the stairs...does that mean the existing stairs cannot be reconfigured?

@bdavis what is your preference level for shallower shelfs? Does an inspector inpsect retro work ?

I added a baja shelf to my existing pool over winter. While most of my researched showed that everyone was suggesting the first step height, I ended up going with the second step height (15"-16" deep water).
Now that I am complete with it I'm very happy that I went with the deeper baja shelf. I definitely wouldn't have liked it as much with the shallower shelf.
I use two plastic adirondack chairs from Home Depot and they work great on the shelf.

I would think about having them add an umbrella holder in the new shelf that can either be used for a shade umbrella or an in-pool table.
 
Interesting! In those chairs where does the water come up to? I will definitely have an umbrella holder added. In-pool table now there is a GREAT idea!

An inspector will be involved if the work is permitted (which it should be).

I like 6" which makes the step into the pool about 12". Then all the other steps end up around 12" down to whatever the shallow end is. It's all preference though. The last pool I built for myself had a massive shelf that sloped from 4" to 12" over 20'....I miss that pool.

For reference:

6" is a reef step
12" is a baha shelf
18" is a shamu shelf
24" is just a shallow shallow end

Ours is between Baja and Shamu at 16” (second step). I use a full lounger, 14” seat height, on the shelf and sit in the water, which I wanted to do, but water doesn’t cover me.

I totally get the deeper second step Baja. We used to go to the river frequently and most of the time we were in our lawn chairs in the water.....good times! It really depends on how it will be used IMO.
This is by request from my wife and daughter so we're going to discuss it. I also can understand the more shallow depth since we have Dogs that could utilize the smaller, and putting a lounger or two or chairs on the Baja sounds appealing as well.
