How do you get ladder to stay?

There are plug hols on the insides of the legs near the top, put a hose in there to let those fill then plug as soon as you pull the hose out. then move it side to side to get the air out of the stairs.

Here is the manual for it. I have the same one, once you get the air out it stays down and then you attach the stabilizer bars to the pool's top rail.

 
I was worried about no fresh water circulation when I got mine, also once the water gets in how the heck do you move the thing out so...
I drilled 2 x 5/8" holes in the inside "wings" bottom
I drilled a 1/4" hole in the underside of each step near the corners
Duct taped a piece of 1/4" foam to the under side of the bottom step, with the ladder being a high traffic area hoping this would lessen impact on wear on the bottom
3 years in working good
