Good idea - Flowers Recommendation?

So, I want to make the area around my pool look more appealing...current state is the pool top rail is about 10-12" above the deck floor boards.

I am for sure going to make a step up aka "jump in step" for the kids and myself. That is the brown part rectangles in the picture. I was then going to build some flower boxes (that will be below the height of the top rail) on either side (green in the picture to help distinguish between the step up), and then to the right of the skimmer on the right side of the picture. The flower boxes will be elevated off wood deck to help dry out/breathe. The pool ladder is on the far left, not installed yet, but you can see the mounting holes.

A. Is that a good idea to put flowers that close to the pool?
B. What type of flowers? Any recommendation on Perennial?
C. Any other concerns doing so? Bees, bugs, etc?

Good plan! Just know that good plantings around pools or decks take in various heights and groupings. A grouping of pots (sm, med, large) look better than one big pot.
Each grouping of flowers should consider "a spiller, a filler, and a thriller".
Before you plant anything ask your local nursery for local plants that do NOT attract bees.

I'm all for plants, but since the planters will not be very deep they will dry out quickly. In hot weather they will need watered almost daily, which is tough during vacations. For sure use a plant medium that includes vermiculite and humus for water retention.

That said, I'd focus on full sun only annuals in that setup. Perennials may have trouble in such small planters year-round, through various off-season periods of potential flower pot drought, etc.
