Light Housing Leak - multiple questions

Folks, i've read through a number of posts on this subject and am certain this topic is covered but can't seem to pull out the relevant details for my use case... apologies if available elsewhere, please feel free to send a link to an existing thread if easier.

Opened pool this year after a winter of significant rainfall only to find the water level way down at the level of the lights so suspecting a leak at one of the light housings.

Looks like concrete was used to plug the hole at back of housing where cord comes through. Is this right? I suspect not and that it should be going through connection point in upper right section of housing?

Could this be responsible for pool leaking? Need to try to fill it a bit and use the dye test (which worked well for my skimmer leaks last year).

What to do? Is there any type of waterproof silicone glue that could be used to plug the leak? Something that cures while wet? I could use some ding stick or light weight epoxy to seal hole but would need to chip it out for any future maintenance. Recommendations?

The light housing itself seems to have a good seal against the concrete/plaster. How best to remove the entire housing? Is this possible? Would it need to be reset with concrete?

It’s hard to tell from the picture, but the wire is supposed to be coming threw the conduit in the upper right. It looks to me that someone might have done a repair? And bypassed the conduit? Maybe the conduit is damaged?
Someone will have an idea of what could be used to repair that. Can you run a snake up the conduit and see where (if) it pops out?
 
Thanks Arizonarob for the reply. One thing making the whole process a bit tough is that the water is 41 degrees and I haven't put on the wet suit to really take a good look. I'll try snaking it, I also have an optical camera snake that might be a bit too big but hoping I can get that in there to see if there is any type of break in the conduit. I'd also like to chip off that concrete in the back, not sure if there was some type of crack and they tried to repair by blocking it with the concrete rather than take the light out and repair properly. New construction 10 years ago so have all the photos and everything was attached properly before they backfilled and blew in the concrete. Not sure if something happened along the way.
