I can't answer about your intellitouch, but I have an IC40 so I can answer that question.
The percentage is basically what percentage of the time your cell is producing Chlorine.

What you set your % at depends on a few things:
Your FC Demand (how much FC you need to add to the pool daily (average is 1-3, but varies by climate, pool, sun, use, etc)
How long you run your pump.
so if you run your pump for a short time, the percentage will need to be higher, for a long pump run time, you can lower the percentage.
the lower you have the percentage, the longer the cell will last, by contrast the longer you run the pump, the more it will likely cost in electricity.

For you unit, with a pool of 22,000 gallons, your IC produces 1.4lbs of Chlorine Gas per 24hrs at 100%. So in a pool your size it equates to 0.3 pmm per hour,
How long you run your pump depends on a few thing:
Your free chlorine daily demand (average is 1-3ppm, but varies based on climate, sun exposure, pool type, bather load).
Your pump run time (a longer run need a lower percentage, but typically costs more in electricity, by contrast a shorter run time requires a higher percentage, but the cell won't last as long).
Here's a chart that shows the run time vs percentage for your pool with that unit:
The reason there are two rows of percentages is that if that light is flashing, it's 2 to 10% and if it's solid, it's set to 20-100%
The other piece of advice you'll get is when you need to replace the IC40 at the end of it's life, then buy an IC60. You'll be able to run it at a lower percentage and it will last longer for not much more money.
