Return from vacation to some yellow/green dusty algae on shady wall of pool

Yes, mustard algae will consume chlorine also. You need to SLAM if you're seeing algae then follow that by taking FC up to mustard level. Make sure you have enough reagents and LC to complete the SLAM.

Without a proper test kit, neither you nor I know where your FC level is.

Iron usually comes from well, rather than municipal, water. Do you have any prior pool store test results? They usually test for metals.

The pool store can test for it. If it's a "clear green pool", it's probably iron. Have the store test your fill water as well. Have you added metal sequestrants in the past?

CYA or no CYA in spa with SWG?

At spa temperatures, chlorine will oxidize about 5ppm CYA per month. To maintain your 30 target, you will need to add additional CYA via dichlor - especially if you go several months between water replacement. If you can't test it, just add the 5ppm CYA dichlor equivalent on a monthly basis.

With 6.8 pH fill water, it is highly likely you have low alkalinity. Don't be surprised if you need to add baking soda, like Richard said.

New to owning pool numbers are concerning me please help

You are ready to slam. Since you have algae, you'll probably need more than 4 gallons for your size pool. Just don't run out in the middle of the slam.

Nasty, "rancid" smell in spa water will not go away-- possibly due to very low FC for several days?

Add 10ppm FC then purge it with Ahh-some. If you get much biofilm discharge (you probably will), repeat the purge process until very little discharge is obtained.
