Tested FC again and it is at 1.5, this is 30 minutes after adding. Clearly my left over bleach from last season is no longer 12.5%. Will just assume it is 6% going forward. It was purchased in October of 2021.

New skimmer installed around 1230pm. I was here around 130pm to atrach hoses and get water back in. Adding CYA and 3 ppm of chlorine as soon as the pump is running, which should be in about an hour from the time i am posting this.
