There is rebar on the sides and bottom before the concrete was poured. The owner said he is putting in a salt water pool.- softailtexan

My next door neighbor is building a pool and I noticed that the pool builder poured the floor first and no walls. It's been a few weeks and still no walls. I am wondering if this is proper construction or will it leak at the wall to floor seam?- softailtexan
