Does anyone have suggestions where to look for outdoor pool containers that would hold pool rafts, toys, covers, etc.?

Leak Detection in Pool School states "The way to tell if it's the pool or the plumbing is to plug all the inlets and outlets.... My question - How does one plug all the inlets and outlets? Does that mean turn the pump off, turn all the valves in the closed position, and then watch the water level?
