It turns out the problem was the water inlet line. It was partially impeded which slowed the flow. Seems we are back in business.
I am also going to test the chlorine/ORP with the UV off to see if that is what making the difference.

Pool is indoor and heated year round.
Problem of the day is no flow detected.. Pump is running. Water is moving through the line where the sensor is.
What is the best course of action for next steps? Installer has gone through ownership change, so all problems are from the other guy...
