    Basically, all concrete placement should be by the nozzle for compaction. Taking shavings and rebound to hand pack areas is not good practice.

    I would probably just do #3. There's no reason for a drain down. It really doesn't make much difference what's happening in the loop while the bypass is open. Maybe a little bit of water will go through and maybe it won't but it should not matter either way.

    Also, the white load neutral connects to the breaker neutral terminal and the white pigtail that comes with the breaker goes to the neutral bar. This way, the neutral current goes through the breaker so that the gfci will work correctly.

    I disagree. In my opinion, there's only one acceptable fix. Raise the skimmer. I'm not sure why you're so eager to allow the builder to get away with doing it wrong.

    It depends on what pump you use and how much flow there will be. It only increases the problem, it does not decrease the problem. The builder knows that it's wrong, but they don't want to fix it because it costs time, effort and money that they would rather not pay if they can get away with it.

    That's not how the skimmer is designed to work. It's designed to pull all water from the top. The bottom equalizer is only a safety backup that is activated by a low water level that causes the float valve to drop and close off water flow from above. We don't even know if an equalizer line...
