    I'm guessing this pool is fairly old. The cracks don't look too bad to me for old concrete. You could just use a crack filler on them for now and decide later if or how you want to remodel the decking.     I went back and looked at my build pictures and our bench was excavated and rebarred. Our steps were not. However, I think I've seen builds in which the benches were not rebarred or excavated.

    I agree, that is the likely scenario. The contractor is sizing you up as much as you are sizing him up. A similar thing happened to myself. Some contractors (if they can afford it) won't deal with what they perceive as hyper price sensitive customers.
