At half speed (1750 rpm) this is what the sight glass looks like. At full speed, the filter chamber is completely filled with water. Is this normal for the water level to drop like this? I can't upload a video, there's air under the sight glass at half speed. Thank you!

A little pocket of air is very normal at low RPM. I can't tell from your picture how much air is in the view. It should not be any larger than the size of a quarter or half dollar - ish.
The water level seems to drop a good inch or so at half speed. This is a brand new pump as of April
