New Pool in Leander, Texas - Gunite Done

Question about the pool steps. We are going to have 2 steps coming of this small ledge

I noticed that they didn't form them or put rebar in them in any way. Is that normal? Do they just do them freehand on gunite day?
 
Our steps have some rebar but no forming and the rebar wasn't formed exactly to the shape of the steps either. Gunite is put into place with pressure and not as wet as poured concrete so they can blow it in place and build the steps with out forming.

I asked the builder, because I have 0 experience with gunite, but some with concrete. He said they hand form them with gunite.
 
For the PV3, the PB should have been provided a drawing from Paramount showing where each head is supposed to go so that it works well...I checked mine and there were some that were 8-10 inches away from where they were supposed to be...don't know if your subs actually followed the paperwork (crazy idea) but you might want to check those before gunite.

Interesting, I'll have to check the binder of stuff they gave me but I don't remember seeing that

Don't know how it's done in Texas but we have a box outside with some paperwork and the diagram was in there...it wasn't something given directly to me but my salesperson said I should check that since the subs usually just "eyeball it." Which, I'm thinking, if you know this then why doesn't the PM check them but that's expecting too much. :)

Paper should look something like this:

We don't have a box with docs in it. No idea how the subs get their docs.

Were in Leander too. So far all of our inspections passed with no inspector ever coming onsite.
I installed Solar on my roof myself and an inspector actually did come and signed off after completion but he was here at most 2 minutes. Literally went into the back yard looked on the roof and saw there were panels and left. WORTHLESS inspection if you ask me. But yet I know a guy that is working on opening a bike shop and they failed him because he didnt have a 2 level drinking water fountain but in his plans clearly has a fridge with bottled water for guests. Apparently residential can do anything they want as long as they get a permit.

While I'm glad this isn't just me, that's not super reassuring about the state of inspections here in Leander! I know Travis County is actually doing drone inspections now, but this would have been a city inspector.
 
There were a couple of odd things that I noticed when I watered it this morning. The first was the slot that joshlarsen mentioned, but it seems pretty obvious what happened there. The plumbers put it in the wrong spot and the gunite crew is leaving them an opening to fix it.

The other thing was 2 holes, one in the ledge and the other near the main drain. Not sure what these are for, but they appear deliberate.

For the holes on the floor I have them as well - my builder said they are intentional weep holes to let ground water seep in and will filled before plaster
