White cement stuff on conduit in light niche, cant pull new light cord thru

So around the conduit/cord n the pool light niche is like this hard white cement stuff that is literally injected in there and conpletely surrounds cable. Theres barely any room to pull the attached cords thru to run a new light fixture. I got it to start going but then it got caught om where i had the 2 cables connected with each other and noq i cant get it budge in or out now. Considering draining the pool and hammering out that white cement like stuff that the builder injected into the conduit opening in the niche. Has anyone heard of anything like this? Super frustrated. Any help is appreciated.

It was probably some kind of Hydraulic concrete that expands to close of the area.. It should not have been used where they put it.. The problem being most pool builders that know what they are doing are not doing the install.. someone thought they were helping by keeping water out of the pipe.. not knowing the light would go out and need to be repulled...

Can you get a long screw driver in there and break it up.. something that is dull so not to cut the cable but knock out the concrete.. Hopefully it is not caulk as concrete would actually be easy to break up...

I need to break it from around the cord because there is not room to stick anything between the cord and the cement stuff. Its surrounding it super tight. I tried striking it with a screwdriver but its strong. I might have to drain the water so i can really get in there. I was hoping someone had encountered this and knew a good way to bust it out while theres still water in the pool. I might need power tools
 
I will need to find my go pro lol . Let me see if i can do that. I found this pic from another user here. It looks just like this. But they used more on mine. And its really tough like cement. That white stuff is called water weld you can buy it at home Depot most likely the lightning it was leaking at the the conduit. Just break that stuff from around it and then you'll probably have to get more to put around it or your light niche is going to leak again
