Missing cartridge filter strap

I recently had a pool built and cleaned my cartridge filters for the first time. I noticed on one of my filters 2 of the straps that hold the filters together were missing but were nowhere to be found inside the filter chamber. Could they be somewhere in my pool plumbing lines? Or would they have more than likely been missing when the pool company put the filter together and they ignored a defective cartridge and installed it anyway with 2 straps missing?

It most likely came that way from the manufacturer. A PB would rarely take it apart as most filters come ready to install right out of the box. Also, the filter works that flow is from outside the cartridge through it and into the manifold which connects to the pipe exiting the filter. So anything on external of filter should just lay in the bottom housing.

Verify that the line from the pump is going into the filter "Inlet" and not the "Outlet".
