What do I keep my FC at while I'm waiting for the CYA to kick in? And can we still swim once we reach that level?

We just added the borax and got the pool covered. We have storms rolling in. Fingers crossed all of our hard work isn't wasted before we even get to swim once!

Aeration likely raised the pH and the borax added a little TA. Drop the pH down to 7-7.2 and allow it to come up naturally again with aeration. Repeat until you're getting less pH rise. Don't lower pH until it rises above 7.8 again.
Of course. Any pH between 7.0 and 8ish is safe. 7.4 is ideal but shoot for 7.2 to 7.8

Ok good! Our FC was 2.5 and our CC was .5. We added bleach to chlorinate to 4. Was that right? Now we wait 30 minutes to lower the PH?
Yep. You should wait 30 minutes between adding anything. It helps between additions of chlorine, bleach or powdered products to brush the area where it was added or even all of a small pool between additions. I prefer to add acid/pH down then brush, then add chlorine but the order doesn't matter much.
