Post pics of your plumbing and equipment for us to see how your spa circulation is setup.
When the spa is running or not running do you know if either of those have suction or return flow? You may need to experiment with some food dye and see how is water flowing from each.

Thanks for your help. I figured it out. I have two drains in my spa. One takes water back to the main pool filter and the other separately pulls water into a pump that agitates the water.
