Before adding DE to the filter I would first Deep Clean the sand. With the history being "unknown" to you there could be small problems that a deep clean can fix. From there you can add DE to help "polish" your water and catch finer particles.
When you backwash, itll generally go cloudy with the gunk that's been picked up then itll clear up as the stuff goes out. It only fills up when you do the back wash
you can see the bottom; and
your FC is not above SLAM level for your CYA; and
your FC is above the minimum for your CYA; and
your PH is between 7.2 and 7.8.; and
your CC is 0.5 or less.
Swimming is okay in a SLAM. It might slow down the SLAM, but the whole purpose of a pool is to enjoy it, right?
