Our pool plaster installer advised to with a new steel brush. Is it because the pebbles could be sharp and nylon wont do anything for that?

We don’t agree with your pool installer.
The purpose of brushing a newly plastered pool is to keep plaster dust from settling on the pool surface. A nylon bristle brush is fine for bushing plaster dust and algae off pool surfaces. I don’t know what your plaster guy expects the wire brush to do. You gotta ask him, not us.
