Sand filter

I had the sand replaced in my filter and now the top of the return is 4 inches short of the bottom of the multi valve. Can the laterals and return pipe have dropped down for some reason?

Any chance the filter used to have 3-4 inches of pea gravel under the old sand?

Some sand filters require several inches of gravel orbs and added before you put the laterals in, then the laterals sit on the sand.
