Well, with your CYA at 180, this is a problem. With a chlorine level that high your pH test is pretty much invalid. Your normal chlorine level at that CYA is 14-21, shock level is 38, so you aren't completely out of range. The first order of business would really be to replace about 75% of your water to bring your CYA level down.
Just as a side note, I am willing to bet that once you get your CYA normal, your pH balanced, and your chlorine level in the proper range for your CYA that your eye redness will be greatly reduced or eliminated. Only one way to find out...
