Is it safe to remove one of the top rails to install a over rail light like the one below?

So long as it is made to be used in a pool you can remove one of the rails BUT you do have to put the rail back on so that could be a problem.
When I removed my top rail to install a light, I only had to loosen one side of the rail to provide just enough clearance to route the cord under it. My rail also had an area that was notched out so it continues to sit flush with the liner, you may want to look for a similar notch or area to run your wire. Mine was near a corner post, then I ran it down the side of the corner post. Hope this helps.
