I have the same problem, the stairs have water and they are too heavy to be removed. Last year I got 3 men to help remove them but I need to be able to do it for myself and easier way.
When I had an above ground pool, I simply removed the exterior ladder and hand rails on the stairs, then covered it with the stairs left inside the pool. I don't think they are meant to be removed, too heavy.
