Tested AGAIN tonight and FC=14 just like the last 2 days.
Note that I mentioned a 20% led still lit on IC-40 SWG even after setting to "not enabled" and 0% run time through control panel.
So tonight I slid the cover back on the SWG itself and decreased the sanitizer output by depressing the "-" button a couple times until the 20% led extinguished. That should explain the 'hung' FC.
SO, what's in charge of the SWG? I can't imagine that I have to also turn it off manually. Adjustments through the control panel ALWAYS reflect on the SWG so control panel is communicating.
This also means that my OCLT test was meaningless because we obviously were still making chlorine in some unknown amount. The pool looks great and CC's are zero so I am going to take a chance and cross my fingers and get the pool back to normal.
Expecting a better FC drop tomorrow.
