Depends on the flow rate of the fill. If you can find that out, let us know. Very simple after that. Use the source to fill a 5 gallon pail, get back to us, or work it from there.
With a hose, or from a water truck? I filled my pool (approx 27k) gallons with 3 trucks, each of which took about 45 minutes to empty. I was then able to bring the water level up 2 more inches with my hose (strong pressure) in about 4 hrs.
Is there a cost savings usually with a water truck as opposed to own tap? I saw a pool water truck on road today and figured must be a discount or why would you use them. Aside from time issue to fill
Depends on where you live. Some places yes, some no.
Another big driver of trucked in water is what's in the fill water. People with wells that just can't keep up, wells with high iron content, or fill water high in calcium can necesitate trucked in water.
Just checking to see if you had a flow rate established. Let us know and we'll help you figure it out. 18K won't take too long with something reasonable.
I used well, took from friday night until sunday afternoon but there were stops in between.

Sat @ 2:00 AM stop
Sat @ 7:00 AM start
Sat @ 11:00 AM stop
Sat @ 2:00 PM start
Sat @ 8:00 PM stop
Sun @ 7:00 AM start
