What are the effects of a liner that was not properly installed? The liner doesn't lay flat where the pool walls and bottom meet , there is a gap. The liner was installed crooked. What needs to be done to correct this issue?

Small wrinkles can sometimes be fixed with the pool full, but any non-trivial movement requires draining the pool and resetting the liner, basically the same thing as putting it in from scratch.
In most cases leaving it as it is won't cause any problems. other than looking wrong.
