I'm confused as to why you need to select the cord length when buying a light. After all, isnt the cord just wire and cant any wire be spliced?

No, because you aren't suppose to splice wires that terminate at a light bulb or other device that is submerged.
To be slightly more technical, no splices are allowed between a submerged/wet light fixture and the deck box. The cords come pre-attached to the fixture and need to be long enough to reach the deck box.
In theory you could always buy a fixture with a long cord and cut it to length once it is pulled through the conduit. However, the run lengths vary so much that it is worth it to offer various cord lengths.
