Safety cover anchored to fence

I have loose stone around my pool (no cement), and wanted to know if anyone has used a safety cover anchored to a fence rather than in cement? Will it work?

It would put a lot of strain on a fence. There are stakes for anchoring in soil, though your local soil conditions may affect how well they work.
