Tear in liner at bottom of the pool

We just moved in to a home with an inground pool. We just noticed a tear in the bottom of the pool. Is there anyway we can repair it and if so do we have to empty the pool first? Help!

If it is small enough, your local pool store sells clear vinyl patches and adhesive that will work underwater.
