I added a weight to the bottom of my hanger bracket (about 5lbs).
It is the only thing I could think of doing.

The whole skimmer (bracket and all) wants to float. It isn't just the basket.
I went nuts for a while coming home from work to find that it had rotated up and was floating on top of the water, and my pump was sucking air.
I do like using the over the wall skimmer, as it allows me to fill my pool to the max. With a through the wall skimmer, my water level would have to be at least 3" lower than it is now (probably more).
