Yes, you are blocking both the main drain and skimmer 1 by rotating the valve all the around. IMO, this is a better solution to blocking the skimmer, unless you like vacuuming from the other skimmer.

I doubt you'll find it really useful as a suction pump and it likely won't move the volume of water needed as an effective vacuum. It is designed to build pressure and not move a lot of water.

Do you notice a difference in the pressure in the spa, that is where you'll likely want the extra gpm. You'll save a bit on electricity with the smaller impeller since you'll be moving less water, but if you like the spa as it was with the smaller impeller, I don't see an issue.

Most houses have shut-offs to kill the water to the bibs for freezing conditions. I do not know if they do that in Orlando as it does not freeze there much, but I'd start there. Check where your water supply comes into the house by the pressure regulator.
