I checked voltage at the motor and it's 246v.

It's 220v. I checked voltage on the timer at 247v. I'll check on the motor tonight to make sure full voltage is making its way to the terminals.

The pump is a Century Two Speed, B2983T. I checked the centrifugal switch and verified the movement. I looked at the governor and it looked like it was in good shape. I'll test the capacitors later today once it stops raining. This motor has a start capacitor and a run capacitor.
